Compilation of Early Start Statutes & Regulations, 10th Edition
This compilation presents federal and state laws governing Early Start including Part C of the Individuals with Disabilities Education Act and the California Early Intervention Services Act. Family Support Guidelines for Effective Practice
The intent underlying Early Start services is that they be coordinated and family centered. These recommendations, from the California Interagency Coordinating Council’s Family Support Services Committee, provide definitions and guidelines for effective practice when working with children and families. Information is specifically presented for family resource centers and networks and for agencies and early intervention programs. Download.

Early Start Personnel Manual
Recommendations by the State Interagency Coordinating Council on Early Intervention, the Early Start Personnel Manual includes an authorization process that recognizes the value of personnel in current practice and provides a multidisciplinary and multiple pathways approach to early intervention that is unique in the nation. In 2004, recommended personnel competencies were added to reflect relationship-based services, evidence- and research-based practice, and services in natural environments (the everyday routines, relationships, activities, places and partnerships in which typically developing children and families spend their time).
